NRRP: 62 billion euros allocated to MIMS for sustainable mobility, infrastructures and logistics, 56% to the South

ten years to transform Italy

30 April 2021 - The interventions on sustainable infrastructures, mobility and logistics contained in the National Recovery and Resilience Plan (NRRP) approved by the Italian Council of Ministers amount to a total of 62 billion euros. A figure that highlights the central role of the Ministry of Sustainable Infrastructures and Mobility (MIMS) in the implementation of crucial projects for the relaunch of Italy  based on economic, social and environmental sustainability. Compared to the resources provided by current legislation for investments under the responsibility of MIMS, the NRRP adds 47 billion euros. In addition, in the final version of the Plan, resources for infrastructures, mobility and logistics increased by 14 billion compared to the draft approved by the previous Government on 12 January last.

The projects of the Ministry are financed for 41 billion with the European resources of the Next Generation Eu program (40.7 billion) and with those of the React Eu (313 million), in addition to national resources for almost 21 billion euros, of which 10.6 billion from the Complementary Fund and 10.3 billion from the Budget review. National funds pursue the same objectives as the European ones but, in some areas, they finance projects relating to a longer time horizon than the 2026 deadline envisaged by the NRRP, such as the completion of the Salerno-Reggio Calabria high-speed rail line. 56% of the resources (34.7 billion euros) are devoted to interventions in the South, a sign of the Government's aim to concretely initiate policies to overcome the gaps between the various areas of Italy.

The projects under the responsibility of the Ministry concern: the extension of high-speed railways and the enhancement of regional networks; the renewal of trains, buses and ships by low- emissions technologies; investments for the development of ports, logistics and maritime transport; digitization interventions for the safety of roads and highways; the ecological transition of logistics; the development of cycling mobility and provincial roads to improve the traffic circulation of inner areas; the quality of housing and social infrastructures; the protection and enhancement of water resources.

Some projects will be carried out in collaboration with other Ministries (Ministry of Ecological Transition, Ministry of Innovation and Digital Transition, Ministry of Culture, Ministry of Justice, Ministry of the South and Territorial Cohesion). In fact, four of the six 'missions' composing the NRRP foresee interventions under the responsibility of MIMS: digitization, innovation, competitiveness and culture (493 million euros); green revolution and ecological transition (15.8 billion); infrastructures for sustainable mobility (41.8 billion); social inclusion and cohesion (3.9 billion). In the investment plan, important law reforms envidaged, necessary to speed up the construction of the NRRP works and other infrastructure interventions, to improve competition and the efficiency of the economic system.

"This is an historical plan for our country, but also highly innovative from a qualitative point of view, which places the well-being of people, the competitiveness of businesses and the respect for the Environment at the centre of a new way of conceiving infrastructures and mobility systems, in the sign of the reduction of inequalities between the North and the South and of sustainability", declared Minister Enrico Giovannini, expressing his satisfaction both for the overall structure of the NRRP, and for the fact that the Ministry of Sustainable Infrastructures and Mobility is at the centre of this reform program with the management of a very substantial part of the planned investments. "The over 60 billion investments that MIMS  will make represent an unprecedented challenge and an opportunity that will change the functioning of our Country. High speed in the South, the enhancement and ecological transformation of regional and local public transport, sustainable urban and suburban mobility, the improvement of housing quality and the redevelopment of cities, the modernization of ports and fleets are part of a system vision of the future of Italy in line with European guidelines, with the principles of the UN 2030 Agenda and the EU Green Deal. These investments are then accompanied by reforms to speed up the execution times of infrastructures and to improve the efficiency of our economic system, key conditions for relaunching Italy and making it more resilient to future shocks ".

In order to ensure timely implementation of the Plan, Minister Giovannini has set up a NRRP Committee within the Ministry in charge of monitoring each phase of the projects realization and assessing the effects in terms of employment (in particular for young people and women), of reducing socio-economic inequalities and environmental impact, in line with European guidelines. In the spirit of social partnership, the "Council for sustainable infrastructure and mobility policies" has also been established; it is composed by numerous trade union and business organizations, environmental associations and civil society networks, with the task of accompanying the implementation of the Plan providing indications, suggestions and proposals.

"Thanks to the adoption of the law-decree relating to the complementary fund", underlines Giovannini, "it will be possible to start using national resources already in the coming months, thus stimulating the economic and employment recovery, which, as the latest ISTAT (National Institute of Statistics, is already in progress in the construction and transport sectors. Moreover, these interventions will complement those deriving from the commissioning of works blocked for years, decided two weeks ago, and from the allocation to Local Authorities of funds for the maintenance of provincial roads and for the enhancement of local public transport, confirming the commitment of the Government for the restart of Italy in these first two months of work ".

Main interventions

An essential action to promote the ecological transition is the "modal shift towards rail" foreseen to facilitate this shift: an annual reduction of 2.3 million tons of CO2 emissions is estimated. In particular, 700 kilometres of railway will be built between the development of high-speed and regional lines, 216 kilometres of new tram lines, subways and trolley buses, in addition to the purchase of new trains. In addition, to improve environmental sustainability, 3.200 electric and hydrogen buses will be purchased for urban areas and 2.000 methane buses for extra-urban transport, hydrogen testing will be enhanced for non-electrified railways (in Camonica Valley and in the South) and 1.800 kilometres of tourist and urban cycle routes will be built.

The extension of high-speed rail and the strengthening of regional networks - For the development of high-speed/high-capacity railway line investments of 25 billion are planned, while 5.45 billion are allocated to the expansion of regional networks and electrification, with a particular attention to the South, and to the improvement of railway connections with ports and airports. In the program of upgrading railway nodes in urban areas around 3 billion is envisaged, while 700 million will be used for the redevelopment of 30 stations considered strategic from a transport and tourist point of view.

In the high-speed/high-capacity railway, the most important interventions concern the construction of the main functional lots of the Salerno-Reggio Calabria line (11.2 billion), the completion of the Napoli-Bari line (1.4 billion), further functional lots of the Palermo- Catania-Messina line (1.4 billion). For the Brescia-Padua line, the Vicenza crossing and the final design of the lot from Vicenza to Padua 4.6 billion have been foreseen. On the Liguria-Alps line, the interventions concern the completion of the Terzo Valico dei Giovi (4.0 billion) and the crossing of Trento (0.9 billion) in particular on the Verona-Brenner route. The works will make it possible to reduce travel times, especially in the Southern sections, increase rail freight traffic and improve connections with ports, facilitate the connection of the Northern lines with the rest of Europe. Once the high-speed line is completed, the travel time between Rome and Reggio-Calabria will be reduced by approximately one hour, from 5 to 4 hours, adapting to the time needed to travel by train from Rome to Turin, a section of equal length. Speeding and efficiency measures will affect the so-called 'diagonal connections', such as the Rome-Pescara line (0.6 billion), the Orte-Falconara line (0.5 billion), the Taranto-Metaponto-Potenza-Battipaglia line (0.4 billion).

The interventions to upgrade regional railways include investments on the Rome-Venafro-Campobasso-Termoli and Sibari-Catanzaro Lido-Reggio Calabria (Ionica) lines. Interventions will then be carried out on the Catania node and the Barletta-Canosa line will be electrified. The Codogno-Cremona-Mantova line will be doubled, as also the Albairate-Abbiategrasso line. Further investments will concern the connection with the port of Augusta and the railway connections with the airports of Olbia and Brindisi. The planned investments in rail mobility also include the implementation of the 'Paths in history' program, with interventions in the historic national railways and the green train of Sardinia.

Renewal of trains, buses, ships with low- emission technologies - Resources amounting to 8.4 billion are allocated to 'green' local transport and rapid mass transport. This includes the renewal of the bus fleet (with the purchase of vehicles to make the cities of Milan, Rome, Naples full electric) and of the trains for local public transport and Intercity in the South, the renewal of rolling stock for the transport of goods and the purchase of new 'ecological' ships also to be allocated to a faster and more sustainable connection in the Strait of Messina.

Investments for the development of ports, logistics and maritime transport - More than 3.8 billion are planned for interventions for the modernization and enhancement of ports, the implementation of the National Cold ironing plan, which allows ships to stop at the port eliminating polluting emissions, infrastructures for Special Economic Zones (Zes) and to facilitate inter-modality with the construction of the last railway mile in the ports of Venice, Ancona, Civitavecchia, Naples, Salerno.

Digitization interventions - Investments amount to 4.8 billion in various sectors are foreseen, including logistics and local public transport to encourage the development of the Mobility as a service model and the integrated use of the various methods. Interventions are planned for the safety and monitoring of the A24 and A25 motorways, bridges, viaducts, road and motorway tunnels through the use of latest generation technologies. An important investment is related to the development of the European rail transport management system (ERTMS), with the introduction of technology to increase rail safety, speed and the capacity of the infrastructures. Important innovations will also concern air traffic control systems to optimize the use of landing strips avoiding further soil consumption.

Ecological transition of logistics - The interventions for about 1.4 billion concern, among other things,  electric charging stations, the experimentation of hydrogen rail transport in Val Camonica, Salento and other networks, the development of smart mobility.

Development of cycling mobility - For this set of interventions resources of almost 1 billion euros are foreseen, in particular for the construction of urban and tourist cycle routes and to connect the provincial roads with the main transport routes.

Quality of housing and social infrastructures - The interventions under the responsibility of MIMS amount to over 5.2 billion. These resources are aimed at carrying out projects for urban regeneration and social housing. In particular, investments are planned for the innovative "Quality of Housing" program (2.8 billion) for the efficiency of the judicial towns, for the redevelopment of penitentiary buildings and the improvement of spaces in juvenile rehabilitation facilities.

Protection and enhancement of water resources - Investments are planned for a total of € 3.2 billion. These interventions deal with primary water infrastructures (2 billion for dams, water tanks and aqueducts) and on distribution networks (1.2 billion to eliminate water dispersion and waste).
